Use the cemetery tree as the meeting point
The first message says that the comrade who managed the stashes has been captured and executed. Coen is asked to collect every message and take them to the tree, where further instructions await.
Final Instructions supplies the next step: leave the messages inside the hollow of that tree. The contact explicitly says Coen does not need to decode them; deciphering the messages is their responsibility.
Return to the same tree at the same time on the following day to claim the promised reward. These two notes form one sequence: collect the messages, reach the North Gate cemetery, use the hollow, then come back the next day.
