Simple, but it does the trick.
Use Focus beside the riverbank
Escort Yanna, Mirto and Lunka from the road outside Coen’s home to the fishing spot. Once Yanna asks for the hidden rods, use Focus to highlight the bush nearby and collect them.
Look along the bank for four small piles of rock and mud. Interact with each pile to place a rod, then interact with the rods to set up the worm bait. The baiting step advances time and starts the next conversation.
If the rods have already been set up
If you initially tell Yanna you need to collect the medicinal herbs and leave the area, the siblings head to the river themselves. Returning later can put you directly at the baiting objective.
Follow the current journal objective in that case: you do not need to repeat the earlier search for rods when the quest has already advanced to setting up bait.
