All three ranks require the manual
Rank 1 lists +15% passive Activation Charge restoration, rank 2 lists +30% passive restoration, and rank 3 adds +50% restoration from attacks. The attack bonus is a separate source of charge recovery, not another passive-restoration figure.
Sustained Focus is the prerequisite. All three Renewed Focus ranks together cost four skill points and three time segments; possessing the manual does not cover those learning costs.
Ocha may offer the book among her Swordmastery manuals in the Svartrau tavern. Her teaching offers become available later in The Heart Wants What It Wants, and shop inventory can vary. Check the vendor guide before spending time travelling for one specific title.
