The listed base modifiers are +12% passive charge restoration, +6% active charge restoration, +12% charge restoration from parries and −4% spell cooldown, with 83 armour at 6.2 weight. Passive, active and parry charge restoration are separate bonuses.
Ancient Greaves also list 83 armour but favour magic damage and block-based charge restoration. Compare both leg pieces against the active abilities your build depends on.
