Polygon’s armour guide places the flask on the central table in the upper room of Aurelius’s tower, after completing Home Sweet Home. The tower is also associated with Who Pulls the Strings.
Keep the flask with Large Lizard’s Moult, Silk Threads and your chosen saint’s relic for the armour request. Mercurial Water is a separate crafting ingredient and is not the named flask on that component list.
