Learn the separate Heavy Armour skill
Second Skin II applies to Heavy Armour. It is not rank 2 of Second Skin I, which applies to Medium Armour. The three heavy-armour ranks reduce penalties by 33%, 66% and 100%.
Each rank has a Second Skin II Manual requirement. Check access to the rank you want before buying another book. The three ranks together cost four skill points and three time segments, plus any prerequisite ranks you still need.
At rank 3 the listed Heavy Armour penalty reduction reaches 100%. The equipment still has its normal weight; a full inventory can prevent running or fast travel independently of this perk.
