Where to get the Minor and Potent recipes
For Recipe for Minor Vitality Balm, start Star-Crossed Lovers with the armourer in his hut on the north side of Maragir. Investigate his missing daughter, follow the blood trail to the second body and use Compel Soul with the Small Knife and Bottle of Wine found nearby. Return to the armourer with what you learned to receive the recipe.
Recipe for Potent Vitality Balm is sold by the Matriarch in the hidden Uriash village. Follow A Friend Like This into Song of the Mountain, choose the peaceful dialogue with the village elder and follow her to gain access to her Witchcraft shop.
What the maximum-health boost does
Use Vitality Balm in human form when you want a larger health pool for an upcoming fight. All three strengths increase maximum health, with a stronger bonus and longer base duration as you move from Minor to standard to Potent.
For restoring health you have already lost, Mending Ointment provides immediate human healing and Regenerative Salve restores it over time. Vitality Balm fills the separate role of temporarily raising your health capacity.
All three recipes and their ingredients
Learn the recipe matching the balm you want to make. Standard Vitality Balm uses one Weak Spirits, two Ribwort Plantains and two Aconite. Each strength is crafted directly from ingredients; Potent does not require a standard balm as an ingredient.
Minor and standard share Ribwort Plantain, while standard and Potent share Aconite. For one standard craft plus one Potent craft, reserve five Aconite, two Ribwort Plantains, one Weak Spirits, one Strong Spirits and one Tansy.

Where to buy ingredients for standard and Potent
Vera lists Aconite and Weak Spirits, covering two ingredients in standard Vitality Balm. Find her house in the woods between Briar Sloughs and Maragir Wealds and visit during the day, when she trades outside.
The Peddler of Wonders in southwestern Svartrau lists Tansy and Strong Spirits for Potent Vitality Balm. Check his current stock and bring the remaining Aconite before crafting.

Effects measured in time segments last until that many segments of the day or night pass. Only one such buff is active at a time unless you have learned Amalgam, which allows two or three consumable buffs to be active together.
Vitality Balm can only be consumed in human form during the day. The crafting menu labels these as Day Only.
